The Elm Ridge WCID Board of Directors has selected Mrs. Jennifer Bland as the new District General Manager overseeing daily operations of the Elm Ridge District operations and team.   

Jennifer brings over a decade of experience in governmental and nonprofit management, budgeting and administration. She received a bachelor’s degree from Ashford University and is a proud wife and dedicated mother of three wonderful children. 

Most recently, Bland worked for Mustang Special Utility District for ten years.  During her tenure at Mustang, Bland held various positions, such as the Public Relations Coordinator/Development Coordinator for the District and eventually progressed to the role of Assistant General Manager for the entirety of Mustang SUD, one of the largest special utility districts in Texas.   

Outside of her experience with Mustang, Jennifer was the Founder and Director of Christ’s Kitchen, a nonprofit organization dedicated to providing free meals to those in need within the community by erasing the stigma that is sometimes associated with receiving assistance.   

Both of these career positions provided Jennifer with experience in water district governance, finance, and administration.  Using the knowledge, skills, and abilities she has accumulated thus far, she is committed to enhancing the operations and services of Elm Ridge WCID.  

As a long-time resident of the Aubrey community for over 25 years, Jennifer has a profound understanding of local needs and a genuine passion for public service. Throughout her career, Bland has demonstrated a dedication to community development and relationship building -  a skill she mastered while serving as a member and eventually President of the Aubrey 380 Area Chamber of Commerce.  She believes in giving back to the community by volunteering, serving on boards, and managing various nonprofit organizations.   

Jennifer’s personal and professional roots in the region further fuel her commitment to the success of Elm Ridge WCID and the well-being of all our residents. With her extensive experience in managing complex operations and a deep-seated belief in transparent governance, Jennifer is poised to work alongside the Board of Directors to lead the district with integrity and vision for many years into the future.
