January Board of Directors Meeting Update

Last week Elm Ridge WCID had its monthly Board meeting.  Here is a summary of some of the actions taken and information discussed:

  1. Received an update from the Project Manager over the pending purpose-built Police Station and Administrative building.  The Construction Manager at Risk has been selected and contract has been signed.  Groundbreaking is estimated for July 2023.
  2. Received monthly report from Engineering Dept. on streets to be repaired for the 2022-2023 fiscal year and restrooms/concession building at Arrowbrooke Park.  Street repairs for the year will begin in this week.
  3. Received monthly operator’s report for Artesia Utility System.  Some repairs on the Elevated Storage Tank will begin.
  4. Contract with Kimley-Horn was approved.  This contract will provide services to design, develop pathway and provide estimated cost for water transmission line for Artesia residents.  This water transmission line was part of a previous contract with Upper Trinity Regional Water District to provide a new line so Mustang Water can have the capacity of their line freed up. Elm Ridge decided to continue with building of this line vs. turning over water and sewer rights to the Town of Prosper since long term revenue would outweigh the cost to build the line.  Turning over water and sewer to Prosper would also mean higher monthly costs for Artesia residents.  With Elm Ridge keeping the rights to the water and sewer, revenue over the next 20 years, without any price increases, projects to be approximately $34,000,000.  Most recent cost estimates for the water Transmission line by the City of Celina were $11,000,000.  This cost is expected to be lower due to a pathway to build the line through DISD land.  The project is expected to take 2-3 years to complete.  A bond will be sold to finance the cost of the transmission line.  This cost will not have cause any property tax increase.
  5. Fines were issued to Rhino Removal for multiple missed streets during December 28-29, 2022.  Missed streets occurred in Savannah and Artesia.
  6. Received General Manager’s report on the daily management of the Elm Ridge.  Some of the items covered were, update on Fire gate at Mezzo Apts, New storage building at Elevated Storage Tank has been completed; GM, staff and Police Department are working on 5 year Strategic Plan; Meeting of new Aubrey Fire Chief Eric Schlotter; Elm Ridge purchased Chipper-Shredder and log splitter to dispose of down and dead trees more efficiently and less costly.
  7. Rate order was approved for Prosper Elms Apartments on Teel Road.
  8. Board received report from Triton Communications on monthly website activity and improvements.
  9. Board heard update on potential sale of District property on south side of 380.
  10. Negotiations continue to enter into Sales Tax agreement with the Town of Little Elm to collect sales tax from businesses at the Savannah Town Center.
  11. Total calls for service from the {Police Dept in the month of December) were 1,915.
  12. Police Dept. conducted 133 traffic stops in December, 88% of violators were issued warnings.
  13.  As of December 2022, Elm Ridge Police Dept. has recovered over $150,000 of stolen property.
  14. Police Dept. statistics report and School Resource Officer report were presented.
  15. An update on Police Department vehicles was given.
  16. Officers Moussa and Flohr were promoted to Sergeant and sworn in.
  17. Monthly report on calls from Aubrey Fire Department and Prosper Fire Department was given.
  18. Annual review and adopting District investment policy and designating depositories and establishing investment accounts were approved.
  19. Presentation by PHI Air Medical regarding proposed services was given.
  20. Restriping of Elm Ridge streets continues.
