December Board Meeting Recap

Last night Elm Ridge WCID had its monthly Board meeting.  Here is a summary of some of the actions taken and information discussed:

  1. Received an update from the Project Manager over the pending purpose built Police Station and Administrative building.  The Construction Manager at Risk has been selected after a thorough scoring and interview process by a committee.  The CMAR contract was approved subject to District’s legal counsel’s approval.   Groundbreaking for the new building should occur in June 2023.
  2. Received monthly report from Engineering Dept. on streets to be repaired for the 2022-2023 fiscal year and restrooms/concession building at Arrowbrooke Park.  Street repairs for the year will begin in January 2023.
  3. Received monthly operator’s report for Artesia Utility System.
  4. A report from Rhino Removal was given by its owners on recent operations and steps to improve services.  Rhino also discussed in detail operation costs that have significantly increased and requested a 12% increase in contract costs.  Directors considered the request and compared the cost to other local cities with other waste providers and the costs those cities were charging residents.  The Board approved the 12% increase.  Elm Ridge WCID will also have a list of penalties and fines to assess Rhino should it not perform to contract terms.
  5. Received General Manager’s report on the daily management of the District.  Some of the items covered were, repairs to spillway along Spanish Moss Drive had been substantially completed; an improvement to alley on Black Cherry was approved; Fire gate at Mezzo Apts was damaged and Elm Ridge is working with Mezzo for installation of stronger gate; New storage building at Elevated Storage Tank has been completed; GM, staff and Police Department are working on 5 year Strategic Plan.
  6. Board considered and approved the taking over of contract from Kimberly Horn & Associates from Upper Trinity Regional Water District.  This will reduce costs and continue design of water transmission line to be built for Artesia.  Elm Ridge continues to assess ways to reduce costs of this project and determine best pathway for fewest condemnation cases.
  7. Board received report from Triton Communications on monthly website activity and improvements.
  8. Board heard update on potential sale of District property on south side of 380.
  9. Negotiations are taking place to enter into Sales Tax agreement with the Town of Little Elm to collect sales tax from businesses at the Savannah Town Center.
  10. Total calls for service from the {Police Dept in the month of November) were 2,232.
  11. Police Dept. conducted 125 traffic stops in November, 88% of violators were issued warnings.
  12. Police Dept. statistics report and School Resource Officer report were presented.
  13. An update on Police Department vehicles was given.
  14. Monthly report on calls from Aubrey Fire Department and Prosper Fire Department was given.
  15. Elm Ridge will sign up for Texas Utility Help to assist low-income families on their water bills.
  16. Promotion ended for signing up for Elm Ridge mobile alerts with 3 gift card winners (thanks to Triton for donating gift cards).  District will repeat this promotion soon. 
  17. Restriping of Elm Ridge streets continues.
